Apply to dry hair. Use a small brush to pick up the powder. Pull the hair with your free hand, press the hairbrush at the roots and continue down - just use a straight stroke. If necessary, apply more powder. Use the side edge of a small brush to extend the highlight. Gently remove excess powder with the wide end of the brush.
